    99.9% of CPPCC Proposals Addressed in Landmark Session

    China’s consultative democracy has demonstrated its effectiveness once again, with 99.9% of proposals submitted by political advisors being addressed, reinforcing the role of the Chinese People’s Political Consultative Conference (CPPCC) in shaping national policies.

    Strengthening High-Level Opening-Up

    Zhou Hanmin, a long-standing member of the Standing Committee of the CPPCC National Committee, has consistently contributed recommendations on enhancing China’s high-level opening-up. Last year, his proposals focused on issues such as free trade zones, cross-border data management, and fostering economic cooperation with developing nations.

    As president of the Shanghai Public Diplomacy Association, Zhou remains committed to advancing these efforts. In 2024, his focus has shifted towards attracting foreign investment, a crucial step in China’s ongoing economic development. He believes that maintaining institutional stability will be key to navigating global economic uncertainties.

    “In an unpredictable global economy, China’s best strategy is to strengthen its high-level opening-up. This will ensure long-term stability and allow the country to continue its economic growth,” Zhou explained.

    CPPCC’s Role in Policy Formulation

    The CPPCC National Committee, China’s top political advisory body, plays a pivotal role in helping policymakers formulate strategies to enhance the country’s openness and economic resilience.

    Wang Huning, chairman of the CPPCC National Committee, highlighted this role in his work report at the opening of the third session of the 14th CPPCC National Committee. The session, which began on Tuesday at the Great Hall of the People, marks the commencement of China’s annual “Two Sessions.” The second session, held by the National People’s Congress (NPC), is set to begin on Wednesday.

    Majority of Proposals Processed

    The CPPCC is a consultative body that unites representatives from political parties, social organisations, ethnic communities, and various sectors of society. By conducting thorough research and consultations, its members contribute valuable insights that help shape national policies.

    At Tuesday’s session, Wang revealed that since the 2024 conference, a total of 6,019 proposals had been submitted. Of these, 5,091 were officially filed, and an impressive 99.9% had been processed.

    The proposals covered a wide range of critical national issues, including population development, private sector growth, improving the business environment, and expanding pilot free trade zones.

    The third session of the 14th CPPCC National Committee is set to conclude on Monday. During this time, advisors will review reports on the work of the CPPCC Standing Committee and the handling of proposals. Additionally, they will attend the NPC session as non-voting participants to discuss key documents, including the highly anticipated government work report.

    Shaping China’s Future Development

    With China’s 14th Five-Year Plan (2021-2025) nearing completion, the country is entering a critical phase in its modernisation efforts. This year’s session will lay the groundwork for the upcoming 15th Five-Year Plan (2026-2030).

    Looking ahead to 2025, Wang emphasised that the CPPCC will prioritise research and recommendations on Chinese modernisation. The goal is to provide well-informed advice that aligns with the central government’s objectives for the next five-year plan.

    He called for unity, collective wisdom, and strength to support China’s continued progress, ensuring that consultative democracy remains a cornerstone of national development.
